THE HOUSING AUTHORITY OF THE CITY OF CAMDEN (HACC) CELEBRATES
GROUNDBREAKING CEREMONY FOR CONSTRUCTION OF CHELTON TERRACE PHASE
II
A Groundbreaking Ceremony has been scheduled to kick off the
construction of Chelton Terrace Phase II on Thursday, July 29, 2004 at
721 Chelton Avenue at 2:00 p.m.
Demolition of the former public housing development constructed in
1953 was completed in 2000, making way for construction of HACC's
newest townhouse community. Confirmed speakers at the event include
Honorable Mayor Gwendolyn Faison and Councilman Ali Sloan-El.
Phase I, completed by the Ingerman Group, in 2001 consists of 66
public housing rental units and a community building that includes a
leasing and management office, maintenance office, resident council
offices, and a meeting room on a portion of the former Chelton Terrace
site. Phase I is privately managed.
Phase II, which is the Groundbreaking being celebrated, will consist
of 101 public housing family rental units on another portion of the
former Chelton Terrace site. Phase II will cost approximately $15.9
million dollars; $2.7 million dollars coming from HACC's
Replacement Housing Factor Funds; and $1.7 million dollars from New
Jersey Department of Community Affairs Balanced Housing Funds. The
balance of the funds, approximately $11.5 million dollars, will be
coming from an equity investor - MMA Chelton Terrace, LLC - who
purchased the 9% tax credits awarded to this project. Phase II will
also be privately managed.
Phase III, to be constructed in the future, will consist of 20 rental
units for low income seniors only.
Kathryn Blackshear, President of the Resident Association, stated,
"the residents who are living in Phase I of the newly
reconstructed Chelton Terrace are very happy with their new homes. We
are very excited to see construction begin on Phase II and look
forward to its completion."
Dr. Maria Marquez, Executive Director, stated, " throughout the
City of Camden the Authority is very busy constructing and providing
housing opportunities to our residents. The need for safe, decent and
sanitary housing is great and we are very proud to be able to address
this urgent demand."
